Is Form C now called Form III?

Yes. The Immigration and Foreigners Act 2025 and its Rules replaced the older Foreigners Act framework, and the form an accommodation provider files for a foreign guest is now Form III — described in official circulars as "Form III [erstwhile Form-'C']".

Nothing about the filing itself changed for you. It is the same portal at indianfrro.gov.in, the same fields, and the same 24-hour deadline. Most of the industry, and the portal's own labelling, still say Form C — so we do too.

Who has to file?

Every accommodation provider, not just hotels. Rule 17 names hotels, resorts, homestays, guest houses, paying-guest accommodation, rented accommodation and short-let listings alike. If a foreign national sleeps under your roof for money, you file.

It also covers OCI and PIO cardholders, which surprises a lot of properties. A card is not Indian citizenship — the holder is a foreign national, so a Form C is required. Our guest form handles them: both are selectable categories with their own document fields, so a guest with a card and no visa can still complete it.

Do I have to file for Indian guests?

No. The duty covers foreign nationals only — an Indian passport holder needs no Form C, however long they stay. OCI and PIO cardholders DO count, as above — a card is not citizenship. If a guest has told you otherwise, Form C for OCI and PIO cardholders untangles where that belief comes from.

So you only send the check-in link to your foreign guests, which is also why Indian guests never use anything from your balance. Your ordinary booking system still handles them; this sits alongside it.

How long do I have to file?

24 hours from the guest's arrival at your property. Not from their arrival in India — those two dates are routinely months apart, and it is the check-in that starts your clock.

Our Chrome extension shows a live countdown against that deadline for every pending check-in, so the one closest to running out is the one at the top of your list.

What happens if I do not file?

Not reporting a foreign guest is an offence. The duty sits in section 8(1) of the Immigration and Foreigners Act 2025, and the manner of reporting in rule 17 of the Immigration and Foreigners Rules 2025. The Act sets the penalties and the FRRO and the police enforce them — what the law actually says about penalties quotes the sections themselves.

What properties actually run into is an inspection: someone asks to see your records for a past stay. That is why the 12-month retention duty below matters as much as the filing itself, and why every check-in you file stays in your dashboard until you choose to remove it.

What if a guest does not fill it in before they arrive?

Nothing breaks. Most walk-ins scan the QR code at your desk and fill it in on their own phone while you take their key — it is a few minutes, and it is their own typing rather than yours.

If a guest cannot or will not, anyone on your team can open the same link and fill it in for them. It is an ordinary web form. Either way your 24-hour clock runs from check-in, and the extension shows how much of it is left on every pending guest.

Can a family or a group check in together?

Each foreign guest needs their own Form C — the government form is per person, including a child travelling on their own passport. Send the link to each of them, or let one person fill it in and pass the phone along. Each completed check-in uses one from your balance.

They all land in the same list at your desk, ordered by whose deadline is closest, so a tour group is one pass down the list rather than one form at a time in the portal.

How long must I keep the records?

At least 12 months, in electronic form, available for inspection. That obligation is yours as the accommodation provider — we are the tool you file with, not the record-keeper of last resort.

So we never delete a paid check-in on a schedule. It stays in your dashboard until someone on your team deletes it, and if you do delete in bulk we tell you first how many of those records are less than 12 months old. You can also download an export bundle — a ZIP of the Form C details with the passport, visa and photo files — to keep on your own computer.

One exception worth knowing: check-ins taken while your balance is empty stay locked and are deleted after 90 days. We warn you by email before that happens. See the Privacy Policy for why we do not hold them indefinitely.

Is this officially approved by FRRO?

No, and no product is — FRRO does not endorse third-party software. C Form Plus is a tool your own staff use. Your guests fill in their details, and the Chrome extension types them into the government portal using your FRRO login, in your browser.

We never file on your behalf and never hold your FRRO credentials. The filing is yours, and so is the legal responsibility for it.

How is guest passport data protected?

Guest documents are never served as plain files. Every passport scan, visa and photo is encrypted at rest, and is delivered only through an authenticated request that checks the signed-in person can reach that property — the upload folders are blocked from the web entirely. Filenames are random tokens, so nothing can be guessed.

Traffic is served over HTTPS. Staff logins are per-person, so access ends the moment you remove someone, and you choose per person who can export data or delete check-ins. Our Privacy Policy sets out what we collect and how it is handled.

What do I need — a computer, a particular browser?

Your guests need nothing but the phone in their hand. Any browser, any language.

Your side needs a desktop or laptop running Google Chrome for the filing step, because browser extensions only run in desktop Chrome — ours types into the portal inside your own browser, under your own FRRO login. It is published on the Chrome Web Store; other Chromium browsers such as Edge and Brave can install Chrome extensions, but Chrome is what we test on. There is no phone app for filing.

The dashboard itself is just a website — you can see who is arriving, and who is still waiting to be filed, from a phone anywhere.

What happens if the FRRO portal changes?

The portal does change from time to time. When it does, we update our end so the extension keeps filling correctly — usually with nothing for you to do.

What does it cost?

You buy submissions in packs, they never expire, and there is no subscription. Your first 5 foreign guests are free. See the pricing on the home page.

If your balance runs out, your guests are never blocked — their check-in is still accepted, it just stays locked until you top up.

What happens when my free check-ins run out?

Your guests keep checking in. The form does not stop accepting them and it never shows them a payment message — the property owner is rarely at the desk at the moment a guest arrives, and a form that looks broken burns that arrival.

What changes is your side: a check-in taken on an empty balance is stored locked, and your team cannot open or file it until you buy a pack. Any top-up unlocks them automatically, oldest first — buy 25 with 4 locked and you are left with 21 and all 4 open.

Locked check-ins are deleted after 90 days, and we email you before that happens. Top up, then download an export bundle if you need the records on your own computer — a locked check-in cannot be exported until it is unlocked.
